Establishing the Brazilian System of Digital Radio - SBRD and other measures. THE MINISTER OF STATE COMMUNICATIONS, exercising the powers conferred Art. 87, sole paragraph, item IV of the Constitution, and considering the provisions of art. 27, item IV, "b", of Law 10.683, of May 27, 2003, resolves: 1st Art is instituted by this Ordinance, the Brazilian System of Digital Radio - SBRD. Article 2 For the broadcast service on medium wave (MW) and Frequency Modulation (FM) should be adopted that standard, and include the goals of which Art. 3, allows the efficient operation on both types of service. Article 3 The SBRD aims to achieve, among others, to achieve the following objectives: I - to promote social inclusion, cultural diversity and the country's native language through access to digital technology, aimed at the democratization of information; II - provide for the expansion of the sector, enabling the development of services arising from digital technology as a way to stimulate the development of exploiting the current service; III - to enable the development of new business models appropriate to the reality of Country; IV - to provide technology transfer for the Brazilian industry of transmitters and receptors, guaranteed, where applicable, the exemption of royalties; V - to enable the participation of institutions of higher education and research in the setting and improvement of the system according to the need of the country; VI - to encourage regional and local industry in the production of instruments and digital services; VII - to facilitate the creation of network of distance education; VIII - to provide efficient use of radiofrequency spectrum; IX - to enable the issuance of simulcasting, with good audio quality and with minimum interference to other stations; X - to enable digital signal coverage in areas equal to or greater than current, less power transmission; XI - provide multiple configuration modes considering the particularities of spreading signal in each region; XII - allow the transmission of auxiliará data; XIII - feasible solutions for broadcast at low power, low-cost, and XIV - providing the system architecture to enable, to the Brazilian market, the changes required. 4th Art This Ordinance shall enter into force upon its publication. |
